Assessing an umpire from the stands, with no network and no paper

The Ligue Francophone de Hockey oversees and develops hockey in Wallonia and Brussels. It supports clubs, runs competitions and trains umpires and coaches, notably through the Umpire Academy.
Umpire assessment relied on paper grids filled in from the stands, then re-entered back at the office. The academy wanted to standardise the process, make it easier to capture observations pitch-side, and produce detailed reports automatically to track each umpire's progress.
A structured form covers every dimension of umpiring: positioning, signalling, fitness, application of the rules, game management. Everything runs in the browser — score calculation and PDF report generation included — and the file is saved straight to the assessor's device. An interrupted assessment is restored exactly as it was, and the federation has no server to maintain.

Umpires are assessed from the stands, often in venues where the network is unusable. The application is therefore offline-first: the structured form, the score calculation and the PDF report generation all run entirely in the browser, and the file is saved straight to the assessor's device. An interrupted assessment — flat battery, closed tab — is restored exactly as it was. Multilingual, installable like a native app, and with no back end for the federation to maintain.
